Compliance requirements

The bidder must confirm that neither it nor any undertaking whose resources it relies on has any exclusion grounds under Section 95(1) of the Public Procurement Act. If any such ground exists, it must be described. The contracting authority may also exclude a bidder if there is an exclusion ground under Section 95(4)(8), i.e. previous breach of public contracts. In that case, the contract details and the circumstances of the breach must be described. The bidder must also confirm that neither it nor any relied-on undertaking has the exclusion ground under Section 95(4)(9), i.e. false information or failure to provide qualification information. In addition, neither the bidder nor any undertaking relied on for qualification may be established in the Russian Federation or the Republic of Belarus. If it is, participation is not allowed.

Qualification criteria and exclusion grounds

The bidder must have applied for and obtained the security activity licence under Section 12 of the Security Activities Act, or an exemption from that licence. Reliance on another undertaking’s licence is not allowed. The bidder’s net turnover for the financial years 2025, 2024 and 2023 must be at least EUR 300,000 per year for each lot; if the bid is submitted for one lot or both lots, the turnover must cover the sum of the relevant lots. Turnover information must be provided in Form 1. Within the 36 months before the contract notice, the bidder must have completed manned guarding, technical guarding and patrol guarding contracts, with each site having been served continuously for at least 12 months. For lot 1, at least 1 manned guarding site, 2 technical guarding sites and 1 patrol guarding site are required; the same applies to lot 2. Reference sites may overlap between lots. Form 1 must be submitted with contract details, partners, contacts, site address and contract period; for contracts awarded through public procurement, the procurement reference number must also be included. For each lot, the bidder must involve a project manager who holds a Security Manager, Level 5 certificate or equivalent, has at least 3 years of professional experience in the security services field during the last 5 years, and has experience managing at least 1 manned guarding site, 2 technical guarding sites and 1 patrol guarding site. The project manager’s experience must be proven by the client’s confirmation, a contract or a contract document; the project manager’s CV must be submitted in Form 4, and the certificate or foreign qualification documents must be added if needed. If the experience is based on the contracting authority’s own contract, a separately signed confirmation is not required. The bidder must also provide evidence of an ISO 9001 or equivalent quality management system. If the certificate details are not available in the database, a copy of the certificate or a confirmation from an independent audit firm / accredited certification body must be attached. Form 1 and, where applicable, Form 6 and Form 2 must also be submitted.
