Compliance requirements
The bidder may be excluded under the Public Procurement Act if any statutory exclusion ground applies, for example tax arrears or failure to meet tax obligations, a final conviction of the bidder or a management board member for an occupational or economic offence, a serious breach in a previous procurement including material non-performance of a contract, or a conflict of interest or anti-competitive agreement. Estonian bidders confirm in the procurement system that no exclusion grounds apply. For foreign bidders, the contracting authority may request a tax authority certificate from the bidder’s home country or an ESPD form before contract award.
Qualification criteria and exclusion grounds
The bidder must prove that within the 36 months before the tender submission deadline it has sold, delivered and installed at least 3 pocket spring mattress production lines or an equivalent set of equipment. An equivalent set means a solution intended for producing pocket spring mattress cores or another comparable industrial product and consisting of several functionally connected production machines, including production, assembly and/or packaging equipment. To prove experience, the bidder should submit, for example, a handover-acceptance report, client confirmation, reference letter, contract extract or other equivalent document. In addition, the bidder must complete the technical compliance table required in the tender documents and provide a technical description of the offered solution so that the contracting authority can verify compliance with the requirements.
