Compliance requirements
The successful bidder will be checked for the exclusion grounds under Section 95(1) of the Public Procurement Act. The bidder must confirm that none of those exclusion grounds apply, and if any do apply, be ready to provide explanations of self-cleaning measures on request. The bidder must also confirm that there is no direct or indirect involvement in preparing the procurement, no conflict of interest, no insolvency or liquidation proceedings, and no previous serious or repeated breach or early termination of a public contract. The notice also includes a national-law restriction on who may submit a bid or request, depending on the bidder’s place of residence or establishment, if such a restriction is set in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least 3 event organisation contracts in the 36 months before the start of the procurement. At least one of those contracts must have covered organising a conference, seminar or event for at least 100 attendees and have had a value of at least EUR 10,000 excluding VAT. The bidder must name a project manager. The project manager must have at least 3 event organisation assignments in the 60 months before the start of the procurement, and at least one of them must have involved organising an on-site conference, seminar or event for at least 50 people, with a value of at least EUR 10,000 excluding VAT, and included developing the event concept. The bidder must submit the project manager’s signed CV. The bid must include a sufficiently detailed creative concept based on the technical description, covering the venue and rooms, decorations, catering, technical solution, photographer, entertainment concept, agenda, possible host, implementation schedule, key risks and mitigation measures, and the total price offer. The bid price must be submitted in the structure required by the evaluation sheet. If the bid is a joint bid, a power of attorney from the joint bidders’ authorised representative must be attached. The bidder must confirm that the bid complies with the tender documents and, where relevant, that equivalent solutions are explained and supporting evidence is attached. The bidder must also confirm that it will prefer environmentally friendly solutions during contract performance.
