Compliance requirements
The tender documents include the standard exclusion grounds under the Estonian Public Procurement Act, including convictions for participation in a criminal organisation, corruption, fraud and other mandatory grounds. If an exclusion ground applies, the bidder may, where allowed, provide evidence of self-cleaning. The machine-readable notice does not set out all exclusion grounds in full; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder must submit at least 1 reference contract for the field of the contract, namely environmental testing equipment, completed within the 36 months before the start of the procurement. Completed means that the equipment has been delivered to and accepted by the customer. The bidder must provide the buyer’s name and contact details, a description of the contract subject and the performance period. In a joint bid, the ESPD must be submitted for all joint bidders. The technical offer must include the manufacturer, model and all technical parameters so that compliance with the technical specification can be assessed. Before the contract is signed, the bidder must also provide the full system description and specifications, including dimensions, weight, power consumption, heat dissipation, air-cooling solution, noise level, list of supplied components, maintenance plan and the preparations required for installation. The system must enable durability, conformity assessment and fatigue testing in accordance with standards EVS-EN 60068-2-6:2008, EVS-EN 60068-2-64:2008 and ECSS-E-ST-10-03C:2022 or equivalents, be suitable for a cleanroom environment of ISO Class 8 or equivalent, and have a CE mark by the time of handover. The offered device must have a warranty of at least 1 year, and technical support must be available on working days by email and phone during the warranty period. The total bid price must include transport and delivery costs, including customs duties, on-site installation, operational testing and initial training for the contracting authority’s representatives. The bid must remain valid for at least 3 months, and if a joint bid or representative is used, the relevant powers of attorney and confirmations must be submitted. If the bid contains trade secrets, this must be stated separately and justified.
