Purchase of owner supervision services

The bidder must confirm that none of the exclusion grounds set out in Section 95(1) and (4) of the Public Procurement Act apply. The machine-readable notice did not include any other exclusion grounds; if needed, they must be checked in the tender documents.

The bidder must have engineers with the following qualifications: a construction manager at least level 6, specialising in owner supervision and with additional competence in general construction supervision; and a certified road engineer at least level 7, specialising in road construction and maintenance and with additional competence in owner supervision. If the key persons do not have the required competence for the construction of the building’s special parts, engineers with the relevant competence must be involved. The bidder must provide the engineers’ professional certificate numbers. In addition, the bidder must have completed at least 2 owner supervision contracts related to both building and road construction within the last 36 months; at least one of the building contracts must have object code 11300 or 12 600. The bidder must submit an overview of previous contracts.
