The bidder must confirm that none of the mandatory exclusion grounds under Section 95(1) of the Estonian Public Procurement Act apply. The bidder must also confirm that its place of residence or establishment is in Estonia, another EU Member State, another EEA contracting state, or a country that has acceded to the WTO Government Procurement Agreement.

The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must submit a completed bid form, a service description document that allows compliance with the technical specification to be checked, and a list of the expected waiting times for the offered procedures and examinations. In addition, the bidder must confirm that subcontractors or suppliers accounting for more than 10% of the contract value are not citizens, residents or undertakings established in the Russian Federation, or entities owned or represented by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If this is a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also state whether the bid contains business secrets and justify that designation.
