Compliance requirements
The bidder must confirm the standard exclusion grounds from the procurement documents, including convictions for participation in a criminal organisation, corruption and fraud. The machine-readable notice also requires confirmation that the bidder can provide proof of self-cleaning measures if an exclusion ground applies. If precise exclusion details are not fully set out in the machine-readable notice, they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents, or entities established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions. The tender must comply with the tender documents and, where necessary, include evidence of equivalence. If the bid is submitted as a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid price is submitted in the required structure and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. If the machine-readable notice does not contain precise technical or other compliance requirements, they must be checked in the tender documents.
