Compliance requirements
The tender notice includes the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking. The bidder or its management/representation persons must confirm these grounds and, where applicable, may provide evidence of self-cleaning if allowed by the procurement documents or law.
Qualification criteria and exclusion grounds
The bidder must have experience from the last three years in at least one of these areas: designing, shaping or building public spaces, learning environments or youth environments; developing and delivering STEAM, outdoor learning or education projects; training teachers and creating learning materials. At least one reference project must be described, with value, period and client details. Site visit is mandatory and proof of attendance must be submitted. The bid must comply with the tender documents. In a joint bid, a power of attorney for the joint bidders must be provided. Any trade secret in the bid must be identified and justified.
