The bidder must confirm the standard exclusion grounds in the tender documents, including criminal organisation participation, corruption and other mandatory grounds. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures where allowed. The machine-readable notice did not include all precise exclusion grounds in full; the exact list and any bidder confirmations must be checked in the official tender documents. The bidder must also confirm that the offered goods are not subject to international sanctions and that subcontractors or suppliers exceeding 10% of the contract value are not Russian persons, entities or persons acting on their instructions, as described in the tender documents.
Qualification criteria and exclusion grounds

From the available documents, the bidder must submit the technical description/tender form, the general quality requirements document, product samples for all offered products in the required quantities, product leaflets/instructions and safety data sheets. The manufacturer of the offered products must hold a valid EN ISO 9001 or equivalent and EN ISO 14001 or equivalent certificate for the production and development of cleaning and disinfection products. The offered product must be registered in the Health Board’s medical devices register; if it is not registered, the bidder must confirm registration within 14 days after the bid is declared successful. The bidder must also confirm compliance with the tender documents, provide the required contact persons, state any trade secret information if applicable, and confirm equivalence with supporting evidence where relevant.
