Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. If an exclusion ground applies, the bidder may be asked to explain any self-cleaning measures and, where relevant, provide evidence. The machine-readable notice does not contain the full precise list here, so the official tender documents must be checked for all exclusion grounds and any detailed declarations.

Qualification criteria and exclusion grounds

The bidder must submit the tender in accordance with the technical specification and the general quality requirements. The tender must follow the structure set out in the tender documents, and conditional tenders are not allowed. The required RHAD Annex I technical specification/tender form and RHAD Annex III general quality requirements must be submitted. The bidder must provide samples of all offered products before the deadline for opening tenders. The manufacturer of the offered products must hold a valid EN ISO 9001 or equivalent certificate and an EN ISO 14001 or equivalent certificate for the production and development of cleaning and disinfecting products. The bidder must also submit a list of compatible materials, product information sheets or user manuals, and safety data sheets. The offered product must be registered in the Health Board’s medical devices register; if it is not registered, the bidder must confirm that the product will be registered within 14 days after being declared successful. The tender must also meet the equivalence requirement, and the bidder must provide evidence of equivalence where necessary. The machine-readable notice did not include all precise qualification details, so the official tender documents must be checked for any additional requirements.
