Compliance requirements
The bidder must not be subject to the mandatory exclusion grounds listed in the tender documents, including criminal organisation participation, corruption and other standard exclusion grounds in the ESPD. The bidder must answer the exclusion questions, and if an exclusion ground applies, it may provide evidence of self-cleaning where allowed. The notice also requires confirmation that social security contributions and taxes have been paid or that the contracting authority can obtain this information from a free database.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements beyond the bid content and lot-specific technical submission rules. For each lot, the bidder must submit the participation application form, the product manufacturer and product name, technical description and manufacturer documentation proving compliance with the technical parameters, the required samples before the bid deadline, and confirmation that the bidder has import rights. Exact qualification requirements, if any, must be checked in the official tender documents.
