Supply of medicines in C and M groups

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include any further precise exclusion grounds; the rest must be checked in the tender documents.

Offered medicines must have a marketing authorisation from the Estonian Medicines Agency or be included in the list of unauthorised medicines permitted for import and use. The contracting authority checks this requirement itself. The bid must follow the structure set out in the procurement documents, and conditional bids are not allowed. If the bid form requires a declaration or a technical description and price form, these must be submitted in accordance with the tender documents.
