The machine-readable notice stated only one exclusion ground: a restriction on participation based on the bidder’s place of establishment or residence under national law. The bidder must confirm whether it breaches the contracting authority’s restriction on submitting a tender or request to participate. The bidder must have at least 3 years of proven experience in developing or maintaining production systems built on Python/Django and Vue.js or a comparable JavaScript framework. The bidder must also have completed at least two similar reference projects in the last 36 months: upgrading a Django framework version in a production environment or auditing and remediating the security of a web application. In addition, there must be at least one reference project involving LLM or AI integration in a production environment within the last 24 months. The bidder must submit a short description and contact persons, as well as CVs of the contact persons. For compliance, the tender must include a detailed solution description for stage I, including the technical approach for each point of the terms of reference, a short description of the approach for stage II, a separate pricing structure for stages I and II, and a realistic stage-by-stage schedule. The tender must be submitted in Estonian and remain valid for at least 90 days.
