Compliance requirements
The bidder is excluded if, as of the start date of the procurement procedure, it has tax arrears or if payment of the tax debt has been deferred for more than six months, unless the deferral is fully secured. If the contracting authority cannot verify the data from public registers, the bidder must provide a certificate from the competent authority in its country of establishment confirming the absence of tax arrears, or another certificate with the same content. The contracting authority also checks tax arrears itself through the registers.
Qualification criteria and exclusion grounds
The bidder must have carried out at least two sales transactions of robot equipment of the offered brand within the previous 36 months. To prove this, the bidder must provide information on those transactions, including their value, dates and the other contracting parties, if requested by the contracting authority. In addition, the bidder must confirm that the tender complies with the tender documents, complete the technical compliance table for the offered equipment, and confirm that the equipment has a warranty of at least 24 months. In the case of a joint tender, a authorised representative must be appointed and a power of attorney from the joint bidders must be attached. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
