Compliance requirements
The machine-readable notice includes the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud and other criminal-conviction-related grounds under the Estonian Public Procurement Act. The bidder must confirm whether each ground applies and, where relevant, provide the date of conviction, the reason, the person convicted, the duration of exclusion and any self-cleaning measures. If an electronic proof is available, it must also be indicated. The exact list and wording must be checked in the ESPD and tender documents.
Qualification criteria and exclusion grounds
The bidder must submit a tender that complies with the procurement documents and confirm equivalence where the offered solution relies on equivalent standards or evidence. The tender must confirm that subcontractors and suppliers representing more than 10% of the contract value are not Russian nationals, residents or companies established in Russia, nor entities more than 50% owned by them, nor their representatives or persons acting on their instructions. In the case of a joint tender, a power of attorney for the joint tenderers must be attached. The bidder must indicate whether the tender contains trade secrets and, if so, describe and justify them. One sample set must be submitted before the tender deadline; it must include all required parts and comply with the standards EN 352-1:2020, EN 352-4:2020, EN 352-6:2020 and at least the listed MIL-STD-810H and EMC-MIL-STD-461G tests. The offered warranty period must be at least 2 years and must be stated in years. Exact form and evidence requirements must be checked in the tender documents.
