Compliance requirements
The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other conviction-based grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include the full precise exclusion grounds; they must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must be the manufacturer’s official reseller in Estonia for the offered devices. A written manufacturer’s confirmation must be submitted; it must not have been issued earlier than 6 months before the bid deadline. The bid must comply with the technical specification, and the bidder must provide a list of components in the order set out in the specification, stating the names, quantities, models and manufacturer. A simple declaration of compliance is not sufficient; supporting files must be submitted and delivery times must be stated separately. The bidder must also confirm that the bid price structure has been completed as required, that the bid complies with the procurement documents and that equivalence has been explained where necessary, and that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. In addition, the bidder must confirm that subcontractors and suppliers representing more than 10% of the contract value are not used if they are Russian citizens, residents or entities established in the Russian Federation, or if they are more than 50% owned by such persons or entities, or act on their instructions.
