The bidder must confirm that neither it nor the members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or terrorist offences related to a terrorist act or terrorist activity. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
In the case of a joint bid, the bidder must submit a power of attorney for the joint bidders. The bid must identify any business secrets only within the permitted scope and justify that designation. The bidder must confirm that the bid complies with the tender documents, that the technical specification has been completed, and that the bid price has been submitted in the required structure. Where relevant, equivalence explanations and supporting evidence must also be provided. The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents.
