Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurists or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption or fraud. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus, and that it does not use subcontractors or suppliers from Russia or Belarus for more than 10% of the contract value, nor rely on their capacities. If the bidder is a joint bidder or needs proof of representation rights, the relevant power of attorney must be submitted.

Qualification criteria and exclusion grounds

The bidder must submit Form I and confirm acceptance of all conditions set out in the contract notice, procurement documents and technical specification. The bid must comply with the technical specification, and the bidder must describe it in a way that allows the contracting authority to verify compliance. The bidder must provide detailed price breakdowns for the sample events and services, and the prices must remain valid for at least 12 months from the signing of the framework agreement. An abnormally low bid may be rejected as non-compliant. Financial capacity requirement: the bidder’s average net turnover in the part relevant to the framework agreement must be at least EUR 800,000 in each of the years 2023, 2024 and 2025. Technical capacity requirement: between June 2023 and June 2026, the bidder must have properly performed at least 5 contracts for renting audio, video and conference equipment for high-level events together with related services; each contract must have had a value of at least EUR 30,000 excluding VAT. The bidder must provide the contract details, including the event description, the other party’s name and registry code, the event date and the contract value. For the team, Form II and CVs of the team members must be submitted; the required team includes a responsible project manager, at least two sound technicians, a translation and conference equipment technician, at least two lighting technicians, at least two video technicians and a camera technician, all with at least three years of work experience and knowledge of Estonian and English.
