Compliance requirements

The bidder must confirm that neither it nor its management body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The notice also includes sanctions-related confirmations: the bidder must confirm that the goods or services offered are not subject to international sanctions and that it does not involve subcontractors or suppliers subject to sanctions for more than 10% of the contract value. Qualification criteria and exclusion grounds

The bidder must hold a valid operating licence for the provision of security services under Section 11 of the Security Activities Act and must submit copies of the valid licences issued by the Police and Border Guard Board. The security manager or site manager responsible for the service must have at least the Security Manager, Level 5 professional qualification or an equivalent qualification. The bidder must have the necessary communication equipment, including a mobile phone with a fixed number located on site, and the ability to dispatch a patrol crew to the site in an emergency. There must be patrol cars available in Tallinn and the response time to an alarm must be 5–7 minutes. The response must be provided using the bidder’s own patrol service, not subcontracting, and the vehicles must be marked with the security company’s insignia. The guards must have at least Guard, Level 3 qualification and command of the state language; if a guard’s native language is not Estonian, the bidder must confirm at least B1-level Estonian language skills. During the contract period, the bidder must provide the contracting authority with 24/7 customer support by phone. In addition, the site must be inspected before the bid is submitted and the relevant inspection report must be signed.
