Compliance requirements
Tenderers originating from third countries are excluded. A third country means a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has a reciprocal free trade agreement covering public procurement. The bidder must state its country of origin, meaning the country where the company is registered.
Qualification criteria and exclusion grounds
The bidder must state annual sales revenue for each of the last 3 completed financial years and it must be at least EUR 500,000 per year. For bidders established outside Estonia, the contracting authority may request signed financial statements or equivalent documents as proof. The bidder must provide sales revenue for 2025, 2024 and 2023. In addition, the bidder must have delivered at least 2 hot-dip galvanizing baths with heating system within the 48 months before publication of the contract notice. For each reference, the bidder must provide the customer’s name and contact details, a short description of the delivered device, and the month and year of acceptance.
