Compliance requirements
The machine-readable notice included the standard exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences and related offences. For each ground, the bidder must confirm whether it applies, and if it does, provide the required details such as the conviction date, reason, person convicted, exclusion period, self-cleaning measures and, where available, electronic evidence. The notice also states that the bidder may submit evidence of self-cleaning where applicable.
Qualification criteria and exclusion grounds
The bidder must have the equipment and experience needed to perform winter maintenance services. If mowing services are offered, the bidder must also have the equipment and experience needed for mowing. Relevant data must be provided for winter maintenance, and mowing service data must be entered in Appendix 2, the mowing service price sheet. The bidder must complete the tender structure in accordance with the worksheet titled 'Award criteria and evaluated indicators'. The contract is divided into 16 lots: Virtsu, Oidremaa, Lõpe, Koonga, Mihkli and Kõima, Tuudi, Alaküla, Kirbla, Saulepi, Varbla, Paatsalu, Paadremaa, Kõmsi, Vatla, Matsalu and Rooglaiu. Tenders may be submitted for all lots, and a contract may be awarded to one bidder for up to 16 lots.
