Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other persons with authority to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. The exact exclusion grounds must be checked in the ESPD and tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include at least one competent specialist for carrying out the works: a civil engineer, level 6 or higher, with competence in managing construction activities. The offer must include that person’s diploma or professional certificate, and the bidder must provide the person’s details in the ESPD. If the offer is submitted by a person whose right of representation does not arise from law, a proper power of attorney must be attached. In a joint tender, the joint bidders’ power of attorney must be submitted. The offer must be unconditional, include the required documents and forms, and confirm compliance with the tender documents. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
