The bidder’s team must include at least one competent specialist for carrying out the works: a civil engineer, level 6 or higher, with competence in managing construction activities. The offer must include that person’s diploma or professional certificate, and the bidder must provide the person’s details in the ESPD. If the offer is submitted by a person whose right of representation does not arise from law, a proper power of attorney must be attached. In a joint tender, the joint bidders’ power of attorney must be submitted. The offer must be unconditional, include the required documents and forms, and confirm compliance with the tender documents.
