Compliance requirements
The bidder must confirm that neither it nor the members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice did not include the full precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and confirm that the bid complies with all conditions set out in the procurement documents. Conditional bids are not allowed. A work plan or schedule must be submitted with the bid. The bidder must confirm that the bid price is provided in the required structure, includes all costs necessary for proper performance of the contract, and that no bid with a zero or negative price will be submitted. In the case of a joint bid, a power of attorney for the joint bidders’ representative must be included. The site manager must have at least level 4 cleaning service instructor qualification or equivalent, at least 3 years of experience in the field of general building cleaning, experience in organising and managing cleaning work at at least one similar site during the last year, and Estonian language skills at least at conversational level. Financial capacity requirement: the bidder’s net turnover in the field of general building cleaning for each of the last three financial years completed by the start of the procurement must be at least EUR 80,000 per year excluding VAT. Technical capacity requirement: within the last 36 months, the bidder must have completed at least 3 general building cleaning contracts, each worth at least EUR 40,000 excluding VAT, and must provide a list of those contracts with their value, dates and the other contracting parties. In addition, before service starts, the bidder must train the service staff on environmental impacts and provide evidence of the training; the bidder must also establish a monitoring procedure or prove compliance through ISO 14001, EMAS or an indoor cleaning services ecolabel.
