Compliance requirements

The tender documents include mandatory exclusion grounds. A bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted within the last five years for offences such as participation in a criminal organisation, corruption, fraud and other listed grounds. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed. Qualification criteria and exclusion grounds

The bidder must meet the qualification criteria set out in the ESPD and tender documents. The machine-readable notice states that the bidder’s annual turnover in general building cleaning services must have been at least EUR 80,000 in each of the last three completed financial years before the start of the procurement. The bidder must also have completed at least 3 building cleaning contracts in the 36 months before the start of the procurement, each worth at least EUR 40,000 excluding VAT. For the site manager, the required qualification is cleaning service supervisor level 4 or equivalent, at least 3 years’ experience in general building cleaning, experience organising and managing cleaning work at at least one similar site during the last year, and Estonian language skills at conversational level. The bidder must submit the site manager’s CV and the required confirmations in the ESPD. The notice also refers to environmental compliance requirements: before service starts, staff must be trained on environmental impacts, and the bidder must keep monitoring records unless it has ISO 14001, EMAS or an equivalent eco-label/certified environmental management system.
