Compliance requirements
The bidder must confirm that neither it nor the members of its management, supervisory or control bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact full list of exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the business register of its country of establishment; for an Estonian bidder, the contracting authority checks this through a register query. As a technical and professional capacity requirement, the bidder must have carried out at least two sales transactions of special-purpose laboratory tables and electrical equipment within the last 36 months. When submitting the tender, the bidder must confirm that the tender complies with the procurement documents, that any equivalence has been explained and supporting evidence attached, and complete the technical specification compliance table. In addition, a joint bidders’ power of attorney must be submitted if the tender is joint, and the bidder must confirm the furniture’s repairability, a warranty of at least 2 years, spare parts availability for at least two years after delivery, and a description of packaging materials and their recyclability or reusability.
