The machine-readable notice included exclusion grounds for criminal organisation participation and other standard mandatory grounds. The bidder or its management, administrative or supervisory body member, or a person authorised to represent or control it must not have a final conviction for the listed offences within the last five years, unless the exclusion period stated in the conviction has expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning where allowed. The notice also includes subcontractor-related exclusion checks at contract performance stage and a confirmation that the bidder does not use certain prohibited subcontractors or suppliers under the EU sanctions rules.

The bidder must have properly performed at least one public road construction contract in the 60 months before the start of the procurement, where surfacing works covered at least 15,000 m². As an equivalent, two surfacing contracts are accepted if each covers at least 7,500 m². The bidder must prove that the works were performed properly. If the tender is submitted as a joint tender, an authorised representative must be appointed. The tender must comply with the procurement documents, conditional tenders are not allowed, the tender price must be submitted in the required structure, and any equivalent solution must be explained with supporting evidence.
