Compliance requirements
The bidder must confirm that neither it nor members of its management, representation or supervisory bodies have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions, and that subcontractors or suppliers linked to the Russian Federation will not account for more than 10% of the contract value. Qualification criteria and exclusion grounds
By submitting a bid, the bidder confirms that the bid complies with the tender documents. Conditional bids are not allowed. The bidder must submit the completed bid form, technical information material, the medical device declaration of conformity, instructions for use, packaging label, and, where applicable, the EC certificate. A list of devices and a description of their routine maintenance must also be provided. The bid price must be submitted according to the required structure, and if there is any discrepancy between the price form and the worksheet, the price form prevails. If the bidder uses subcontractors or suppliers, it must also confirm compliance with the sanctions-related restrictions.
