Compliance requirements
The bidder must confirm that neither it nor the members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the notice. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The machine-readable notice listed the exclusion grounds, but all details should be checked in the tender documents if needed.
Qualification criteria and exclusion grounds
To make the offer compliant, the bidder must confirm that the tender meets the conditions set out in the procurement documents. In the case of a joint tender, the joint bidders must appoint an authorised representative and attach a power of attorney. The bidder must complete the sample offer and provide the tender price according to the structure set out on the worksheet titled ‘Award criteria and evaluated indicators’. The bidder must also confirm compliance with the required terms and, where necessary, explain equivalence and attach supporting evidence. The machine-readable notice did not include precise qualification, suitability or additional compliance requirements; these must be checked in the tender documents.
