Compliance requirements
The bidder must confirm that none of the exclusion grounds listed in § 95(1)(1)–(5) of the Public Procurement Act apply. A foreign bidder must submit a criminal record certificate or an equivalent document, as well as a certificate from the competent authority confirming the absence of the circumstances referred to in point 4. In addition, the bidder must confirm that it does not breach any residence- or establishment-based restriction imposed by the contracting authority, if such a restriction applies.
Qualification criteria and exclusion grounds
The bidder’s total turnover for the last two completed financial years must be at least EUR 200,000 for lot 1 and at least EUR 88,000 for lot 2. The bidder must provide figures for 2023 and 2024 and, if requested, an extract from the last two annual accounts or a certificate from the authority in the bidder’s country of establishment. The tender must be submitted in the form required by the procurement documents, and conditional tenders are not allowed. The bidder must confirm compliance with the equivalence requirements and, where necessary, attach supporting evidence. For lots 1 and 2, the price form and menu description must be submitted in the required content. The products must be packaged so that they retain a presentable appearance during transport and, where necessary, can pass through a security screening device; food transport must comply with hygiene rules, delivery must be made at the agreed time using the bidder’s own transport, and the bidder must be ready to provide gluten-free, sugar-free, lactose-free or vegan confectionery products. For lot 1, a menu description with quantities must be submitted; for lot 2, descriptions with quantities of the cake, kringel, vastlakukkel and sandwich cake must be submitted. The machine-readable notice did not include precise requirements; these must be checked in the tender documents.
