Compliance requirements
The bidder and its management bodies are checked against the usual exclusion grounds: participation in a criminal organisation, corruption, fraud, terrorist offences and related crimes, money laundering or terrorist financing, and other grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment. A licence or corresponding registration in the register of food business operators may also be required to provide the service. Turnover in the contract area (food preparation) must be at least EUR 1,500,000 in each of the last two completed financial years. The tender must comply with the procurement documents and, where necessary, equivalent solutions must be supported by evidence. The bidder must also confirm that subcontractors or suppliers representing more than 10% of the contract value will not include Russian nationals, residents, or undertakings established in the Russian Federation, or persons/entities owned or controlled by them. In a joint tender, a power of attorney from the joint bidders must be attached. Any business secret in the tender must be justified.
