Compliance requirements
The bidder must confirm that neither it nor its management or representative bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, the use of child labour or other forms of human trafficking, or offences related to committing or supporting a terrorist act or terrorist activity. If such a ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it does not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Public Procurement Act.
Qualification criteria and exclusion grounds
The minimum average annual turnover requirement is EUR 390,000 for the period 01.01.2023–31.12.2025. The bidder must provide the turnover amount, currency and, where applicable, an electronic proof or reference. The tender must comply with the procurement documents and conditional tenders are not allowed. In the case of a joint bid, an authorised representative must be named and a power of attorney from the joint bidders must be attached. The tender price must be submitted according to the required structure, and if an equivalent solution is offered, explanations and proof of equivalence must be included. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
