Compliance requirements
The bidder and its management bodies must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. If such a ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
By the deadline for submitting the tender, the bidder must hold a valid activity licence issued by the Estonian National Heritage Board for the preparation of a conservation and restoration design project for a monument or a building located on a world heritage site. The licence must be submitted with the tender. In addition, the bidder must have properly performed at least one design services contract within the last 36 months, covering the preparation of a reconstruction or renovation design project for an existing non-residential building at least up to the preliminary design stage. The reference building must have a closed net floor area of at least 1,000 m² and the contract value must have been at least EUR 15,000 excluding VAT. The bidder must provide a list of contracts with contract value, dates, contracting parties and object details; if the contracts were awarded through public procurement, the procurement reference number must also be included. The tender must comply with the procurement documents, and conditional tenders are not allowed.
