Compliance requirements
The bidder must confirm that neither it nor its management or authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or any other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit self-cleaning evidence where permitted by the procurement. The bidder must also confirm that the supplied goods are not subject to international sanctions and do not originate from sanctioned areas, and that it does not involve subcontractors or suppliers from the Russian Federation, or entities owned or controlled by them, or acting on their instructions, for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The bidder must have completed at least one ski trail tractor sales contract within the last 36 months. The bidder must provide the contract details, the period of performance and information about the other contracting party; upon the contracting authority’s request, a confirmation from the client that the contract was properly performed. The bid must be signed by the bidder’s legal or authorised representative, and if an authorised representative signs, a power of attorney must be included. In the case of a joint bid, a joint representative must be appointed and a joint power of attorney and confirmation of joint and several liability must be submitted. The bidder must submit the price offer, the technical compliance documents and confirm that the bid complies with the procurement documents and, where relevant, that equivalence has been demonstrated. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
