Compliance requirements
The bidder must confirm the mandatory exclusion grounds listed in the tender documents, including convictions related to criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and other grounds set out in the official documents. The notice also mentions self-cleaning: if an exclusion ground applies, the bidder may provide evidence of measures taken to restore reliability, where allowed by law or the tender documents. Qualification criteria and exclusion grounds
The machine-readable notice and selected documents state the following qualification requirements: the bidder’s net turnover for the last financial year ended before the start of the procurement must be at least EUR 610,000; joint bidders may combine their figures. For technical and professional ability, the bidder must submit a list of major public road construction contracts completed within the 60 months before the start of the procurement, together with evidence that the works were performed properly. The bidder may be asked to provide the client’s confirmation and financial statements or other documents proving turnover.
