Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, use of child labour or other forms of trafficking in human beings, or offences related to the commission of a terrorist act or terrorist activity. The bidder must also confirm that no other exclusion grounds listed in the ESPD and tender documents apply. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any exceptions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 610,000. Joint bidders may aggregate turnover. If the bidder relies on the capacities of another entity, the details of that entity and, where required, its consent and turnover evidence must also be provided. For technical experience, the bidder must submit a list of public road construction contracts completed within the last 60 months and, upon request, a client confirmation that the works were carried out properly. The bid must include a fully completed bill of quantities. In the case of a joint bid, separate ESPDs must be submitted for all joint bidders.
