Compliance requirements

The machine-readable notice included the standard exclusion grounds for criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder or its representatives must not have a relevant final conviction within the last five years, unless the exclusion period has expired. Qualification criteria and exclusion grounds

The bidder must have completed at least two road construction or reconstruction contracts within the last 60 months, under which a public road was surfaced, and the works must have been completed by the start of the procurement. The bidder must list such contracts in the ESPD and, upon request, provide client confirmation letters proving proper performance. For contract performance, the bidder or joint bidder must have a construction project manager with at least Road Engineer level 6 (excluding the initial qualification), specialising in road construction, and with the competence 'management of construction activities' according to the EQF or an equivalent qualification standard, or an equivalent professional certificate. If the certificate cannot be verified from a public database, a copy must be provided on request.
