Compliance requirements
The machine-readable notice includes exclusion grounds for criminal organisation involvement, corruption and fraud. The bidder must confirm the absence of these grounds in the ESPD and, if relevant, provide details of the conviction, the convicted person, the exclusion period, and any self-cleaning measures taken. The notice also indicates that the bidder may need to provide evidence electronically where available.
Qualification criteria and exclusion grounds
The bidder must submit the ESPD and confirm the required exclusion-ground declarations. According to the compliance conditions, the bid must include the joint bidders’ power of attorney if it is a joint tender, and Form 1, ‘Application for Participation’, completed in full. The bid must comply with the technical specification, include the price structure, the details of the contract signatory and contact person, and, where applicable, a power of attorney if the contract will be signed by an authorised representative. The bidder must also confirm that the offered goods are not subject to international sanctions and that spare parts can be supplied for the equipment after contract performance if needed.
