Compliance requirements
The machine-readable notice included one exclusion ground: the contracting authority excludes tenderers originating from third countries. A tenderer must state its country of origin, meaning the country where the company is registered. Third countries are those that are not EU Member States, EEA countries, WTO GPA parties, or countries with a reciprocal EU free trade agreement covering public procurement. The exact eligibility status must be checked against the official tender documents if needed.
Qualification criteria and exclusion grounds
The tenderer’s average annual sales revenue for the last three completed financial years ending at least six months before the start of the procurement procedure must be at least EUR 3,000,000 per year. For tenderers established outside Estonia, the contracting authority may request signed copies of financial statements or equivalent documents as proof. The tenderer must provide sales revenue figures for 2023, 2024 and 2025 so that the contracting authority can calculate the average annual sales revenue. The tenderer must have delivered at least two functionally similar wood processing lines to customers within the 36 months before publication of the contract notice. For each reference, the tenderer must provide the customer’s name and contact details, a short general description of the delivered line, and the date of acceptance of the works by month and year. The tenderer must submit Annex 1, the technical requirements form, and the relevant technical specifications. The tenderer must also submit the tender price in the required structure, confirm a warranty period of at least 12 months, i.e. at least 1,800 operating hours, for all supplied equipment and components, and confirm that the warranty is provided without a separate maintenance contract. In addition, the tenderer must accept the payment schedule, the application of Orgalime SI 14, the contractual penalty terms, factory inspection before shipment, installation and commissioning requirements, and the documentation requirements. Two complete sets of technical and electrical documentation must be provided in English, and two complete sets of operation and maintenance manuals must be provided in Estonian.
