Compliance requirements
The exclusion grounds include at least participation in a criminal organisation, corruption, fraud and the other mandatory grounds listed in the ESPD. The bidder must confirm whether each ground applies and, where relevant, provide the date of conviction, the reason, the convicted person, the duration of exclusion and any self-cleaning measures. If the information is electronically available, the relevant reference must also be provided. Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capability with at least one public road construction contract completed within the 60 months before the start of the procurement, under which surfacing works covered at least 10,000 m². The contracting authority may require a confirmation from the client showing the scope of the works, the completion date and that the works were carried out properly. If the bidder relies on another entity’s resources, that entity’s consent and the relevant details must be provided. The bid must comply with the tender documents, be submitted in the required price structure and include the Form 1 cost table. The bidder must also confirm compliance with equivalence requirements, the marking of trade secrets and that the bid is not conditional.
