Compliance requirements

The bidder must confirm that it has not breached tax payment obligations and that insolvency proceedings have not been initiated against it. For foreign bidders, the required information must be provided on request or included with the tender as specified in the documents.

Qualification criteria and exclusion grounds

The bidder’s average annual turnover for 2023–2025 must be at least EUR 382,500 per year. If the bidder is not an Estonian company, it must submit a signed copy of its annual accounts or similar documents to prove this. The bidder must also have at least 3 years of experience in the production and/or supply of construction or earthmoving machinery, including crawler excavators, and in supporting commissioning, during the 36 months before the contract notice. The tender documents also require a technical data form, a delivery schedule, warranty terms, and, where applicable, a joint bidders’ power of attorney and proof of equivalence for any equivalent solution offered.
