Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning where permitted. In the machine-readable notice, the exclusion grounds were mainly set out in the ESPD; the exact details must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder’s net turnover for each of the last three financial years completed by the time the procurement was launched must be at least EUR 200,000. The bidder must have properly performed at least 3 contracts within the last 36 calendar months, each covering a single delivery of at least 200 pairs of firefighter footwear and/or work and protective footwear. As a rule, no additional documents need to be submitted with the tender, but the successful bidder may be asked to provide extracts from annual reports or data proving contract performance. The offered boots must comply with EN 15090:2012 or an equivalent standard; equivalence must be proven if an equivalent standard is offered. The bidder must submit one sample pair of boots in size 43 before the tender submission deadline and a product sheet issued by the manufacturer showing at least the manufacturer’s name, model and technical data. The boots must be available in EU sizes 39–48 and, if needed, also in sizes 37, 38, 49 and 50. The warranty must last at least 24 calendar months from the signing of the defect-free handover certificate. The tender must comply with all tender document requirements, be unconditional, and in the case of a joint tender a power of attorney must be submitted. The bidder must also confirm that subcontractors and suppliers linked to the Russian Federation will not be engaged for more than 10% of the contract value and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas.
