The machine-readable notice included the criminal-organisation exclusion ground. The bidder must confirm whether the company itself, or a member of its administrative, management or supervisory body, or a person authorised to represent, decide for or control it, has been finally convicted for participation in a criminal organisation within the last five years, or whether the exclusion period in the judgment is still in force. If an exclusion ground applies, the bidder may provide evidence of self-cleaning measures, where allowed by the procurement rules or tender documents.

The bidder must be registered in the commercial register of its country of establishment. The contracting authority may request proof of registration. For lot 1, the bidder must show an annual turnover of at least EUR 300,000 in the production and/or sale of clothing in each of the last 3 financial years before the start of the procurement. To prove compliance, the bidder must submit a breakdown showing the turnover from that business area for each year.
