The bidder must confirm the standard exclusion grounds, including that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent or control the bidder, have been finally convicted for participation in a criminal organisation within the last five years, unless the exclusion period in the judgment has already expired. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed by the procurement rules.

The bidder must be registered in the commercial register of its country of establishment. For Lot 1, the bidder must show annual turnover of at least EUR 300,000 in each of the last 3 financial years before the start of the procurement, earned from the production and/or sale of clothing. To prove compliance, the bidder must submit a breakdown showing the turnover from that business area for each year.
