Compliance requirements
The tender documents include the standard exclusion grounds for criminal convictions and related offences. The bidder must confirm whether any exclusion ground applies to the company, its management or supervisory body members, or authorised representatives, and if so provide the requested details. If an exclusion ground exists, the bidder may also indicate self-cleaning measures and whether supporting evidence is electronically available. The machine-readable notice did not provide a complete list of all exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must confirm that the bid complies with the tender documents. In a joint bid, an authorised representative of the joint bidders must be appointed and a power of attorney must be attached. The bid price must be submitted in the required structure, and the technical description table must be completed according to the bid, including the required year, operating hours, make, model and any other information requested in the technical specification. If equivalence is relied on, it must be explained and evidence of equivalence must be attached. The machine-readable notice did not include precise qualification or suitability requirements; they must be checked in the tender documents.
