Qualification criteria and exclusion grounds

The tenderer must be registered in the Estonian Business Register or in the equivalent register of its country of establishment. A tenderer registered outside Estonia must provide proof issued by the competent authority of its country of establishment. The tenderer must be the manufacturer of the offered fiber laser cutting machine, the manufacturer’s official representative, or an authorised reseller, and must provide a written confirmation from the manufacturer. The tenderer’s net turnover for the last three financial years (2023–2025) must be at least EUR 1,200,000 per year, supported by annual reports or other signed financial statements. The tenderer must demonstrate that, during the last 18 months, it has sold at least four CNC fiber laser cutting machines in the Baltic States with a laser power of at least 12 kW and a working area of at least 3000 × 1500 mm; at least one of them must have been fully delivered, installed, commissioned and accepted by the customer. The tenderer must have at least three qualified service technicians permanently based in the Baltic States, and their experience in installation, commissioning, maintenance and warranty repair must be proven with manufacturer-issued qualification or training certificates and CVs. The bid must be submitted on a fully completed and signed tender submission form, together with technical specifications and, where necessary, other documents proving compliance with the technical requirements.
