Compliance requirements
The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing, or child labour use or other human trafficking-related offences. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible exceptions must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have completed at least one comparable assignment as main contractor within the last 36 months: design of a public building or building complex with at least 2,000 m² of enclosed net floor area. The work must have been carried out at least at basic design stage and must have included architectural, structural and technical systems work, including heating, ventilation, cooling, heat supply, electrical installation, energy efficiency, automation and lighting. The bidder must provide the details of the completed contracts in the ESPD and, where applicable, the public procurement reference number. For contract performance, the bidder must use a project manager or contractor’s representative who holds either a level 7 chartered civil engineer qualification or an equivalent level 7 authorised architect qualification.
