Purchase of crawler excavator

The bidder must not have tax arrears and must not be subject to insolvency proceedings; the contracting authority checks these grounds in public registers. For a foreign bidder, the relevant information must be provided on request or as part of the tender.

The bidder must have an average annual turnover of at least EUR 300,000 over the three financial years 2023–2025. If the bidder is not an Estonian company, it must submit signed copies of its annual reports or similar documents to prove this. The bidder must also have at least 3 years of experience in the production and/or supply of construction or earthmoving machinery, including crawler excavators, and in supporting commissioning, during the 36 months before the contract notice was published. The tender must include the technical data table for the offered equipment, a delivery schedule and warranty terms. The bidder must confirm that the tender complies with the tender documents and, where relevant, provide evidence of equivalence. For maintenance and spare parts, maintenance engineers must be available in Estonia with a maximum response time of 24 hours, spare parts warehouses in EU countries must ensure delivery of standard components within 72 hours, there must be a service centre or representative office in Estonia, and spare parts and consumables must be available for at least 5 years after delivery. If the bidder participates jointly, a joint-bid power of attorney must be provided when applicable.
