Repair of poles 1...28 of the Muraka 10 kV feeder at the Muti 35/10 kV substation and replacement of conductors (IP8258)

The bidder must confirm that none of the mandatory exclusion grounds apply: no convictions for participation in a criminal organisation, breach of integrity duties, corruption, fraud, terrorist offences or related offences, money laundering or terrorist financing; no convictions for enabling work for an illegally staying foreign national or for violating the conditions of employment of a foreign national in Estonia, including paying less than the statutory wage rate; no convictions for illegal use of child labour or human trafficking; and no tax, fee, environmental charge, social security or similar arrears under the applicable law. The bidder must also confirm that none of the voluntary exclusion grounds apply, including serious or persistent breach of a previous public contract or false information / failure to submit required qualification data or additional documents.

The bidder must have, within the 60 months before the start of the procurement, at least three properly performed contracts for electrical construction works similar to the subject of the contract, at least one of them worth at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts showing the performance period, the other contracting parties’ details (including the client representative’s phone number and email address) and, in public procurement cases, the reference numbers. Upon request, the bidder must provide evidence of proper performance, unless the contracting authority can obtain the information itself from public or its own databases without significant cost. The bid must also include the price table and comply with the tender documents. The team must include a person with switching authorisations for the relevant 0.22–20 kV network switching operations, a person responsible for the work operation, and a leading electrical works specialist with valid A-competence and/or at least level 6 qualification, all entered in Elektrilevi’s partner portal before the bid deadline. The bidder must also provide the signatory and contact person details, and a power of attorney if signing authority does not arise from the articles of association.
