Compliance requirements
The tender documents include the standard exclusion grounds from the Estonian Public Procurement Act, including participation in a criminal organisation, corruption, fraud and other mandatory exclusion grounds. The bidder must confirm the absence of these grounds and may, where allowed, provide evidence of self-cleaning. Qualification criteria and exclusion grounds
The bidder must have previous experience of supplying similar goods: at least 3 properly completed sales transactions of helmet liners or other protective clothing elements in the 36 months before the start of the procurement, with each transaction worth at least EUR 20,000 excluding VAT. Similar transactions include sales of firefighter protective clothing elements such as a fire helmet, firefighter boots, firefighting clothing, or firefighter/firefighting gloves. The bidder confirms compliance with the technical specification by submitting Form I, which must contain all technical data needed for verification. The bidder must also submit one sample helmet liner before the bid deadline, and the sample must be new and unused. A copy of a certificate issued by an accredited laboratory or institution, together with supporting documents, must be provided to prove compliance with EVS-EN 13911:2017 or an equivalent standard. The offered helmet liners must have a warranty of at least 12 calendar months. The bid must remain valid for 3 calendar months from the bid submission deadline. Joint bidders must appoint a representative and submit a signed power of attorney; if the bid is not joint, the bidder must confirm that it is not a joint bid. The bidder must also submit the required confirmations regarding the technical compliance of the goods, the absence of international sanctions issues, and the restrictions on subcontractors and suppliers linked to the Russian Federation.
