Compliance requirements
The machine-readable notice did not include precise exclusion grounds beyond the standard criminal-conviction grounds in the ESPD. These must be checked in the official tender documents. The ESPD includes the usual grounds such as participation in a criminal organisation, corruption, fraud, terrorist offences and related acts, with the possibility to provide evidence of self-cleaning where allowed.
Qualification criteria and exclusion grounds
The machine-readable notice did not include precise qualification, suitability or compliance requirements; these must be checked in the tender documents. The ESPD indicates that the bidder must confirm payment of taxes and social security contributions and, where needed, provide evidence or database references. The compliance conditions require the bidder to confirm that subcontractors and suppliers linked to the Russian Federation or under its control will not account for more than 10% of the contract value, and that the bid complies with all tender document conditions.
