Compliance requirements
The bidder must confirm that none of the exclusion grounds under the Public Procurement Act apply. The notice states that the contracting authority will exclude a bidder if the exclusion grounds in section 95(1) or section 95(4) point 8 apply, and may check exclusion grounds under section 96 as needed.
Qualification criteria and exclusion grounds
The bidder must have a valid Microsoft Partner status with Business Central competence. The team must include at least one certified Microsoft Fabric specialist (Microsoft Certified: Fabric Analytics Engineer Associate or Microsoft Certified: Fabric Data Engineer Associate), and at least two completed Microsoft Fabric projects must have been successfully delivered in the last two years. The team must also include at least one Microsoft Dynamics 365 Business Central functional consultant / IT analyst, one Microsoft Dynamics 365 Business Central developer, and one project manager or service manager. The functional consultant must hold a valid Microsoft Certified: Dynamics 365 Business Central Functional Consultant Associate certificate, have at least 3 years of experience in analysing and implementing Business Central or NAV solutions, and be able to speak and write Estonian. The developer must hold a valid Microsoft Certified: Dynamics 365 Business Central Developer Associate certificate, have at least 3 years of experience in AL development, and have experience developing Business Central integrations. The project manager or service manager must have at least 3 years of experience in IT service management and/or IT project management and be able to speak and write Estonian. One person may cover more than one role if all role-specific requirements are met. The bid must include a list of the planned team members with names, certificates and previous experience, and where required, proof of representation, a power of attorney for joint bidders, and evidence of equivalence.
