Compliance requirements

The bidder and its management body members must confirm that none of the statutory exclusion grounds apply, including participation in a criminal organisation, corruption, fraud, terrorist offences, and money laundering or terrorist financing. If any such ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have at least one maintenance technician in its company who has received manufacturer training for servicing and repairing all GE HealthCare anesthesia machines and anesthesia monitors listed in the tender instructions. If one person does not cover all devices, the requirement must be met by several suitably trained persons so that each device has at least one qualified technician. The bidder must confirm the technical staff in the ESPD and, upon request, provide copies of the manufacturer-issued training certificates. If the bid is joint, a power of attorney from the joint bidders must be submitted. The bidder must also submit the participation application in Form II of Annex 3, the manufacturers’ maintenance plans, and a bid compliant with the technical requirements in Annex 2. The bid price must be submitted in the Annex 1 Excel form and in the registry price form according to the specified structure. Any equivalence must be explained and supported by evidence.
