Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies, nor persons with representation powers, have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour, human trafficking, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The machine-readable notice did not include precise selection or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the bid complies with the procurement documents, submit Form 1 "Bid description", and complete the bid price structure according to the pricing sheet. The offered tablets must come with a warranty of at least 2 years starting from handover and covering repairs and replacement devices during warranty repairs. The bidder must declare any substances on the REACH candidate list above 0.1% by mass for the whole product and accessories, and provide evidence of such substances or their absence. The bidder must also describe how the reuse and recycling service will be organised: collection, confidential handling of data carriers and data erasure, and dismantling for recycling and disposal. If the bidder is not a member of a producer responsibility organisation, it must provide evidence of a cooperation partner or a waste management environmental permit. In the case of joint bidders, an authorised representative must be named. Use of subcontractors or reliance on the capacities of other entities must also be declared where applicable.
