Compliance requirements
The bidder must have properly performed at least one similar contract involving interior works in buildings or premises within the 36 months before the start of the procurement. The list of such contracts must be submitted in the qualification passport, and the contracting authority may request confirmation from the other contracting party that the work was performed properly. If requested by the contracting authority, additional contract details must also be provided. The machine-readable notice did not include any more precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
When submitting the tender, the bidder must confirm that the tender complies with the conditions set out in the procurement documents. Before submitting the tender, the bidder must have inspected the site in person and signed the site inspection sheet; failure to do so may lead to rejection of the tender. The tender price must be entered according to the structure set out in the worksheet ‘Award criteria and evaluated indicators’. If the tender is submitted by a person who is not a board member recorded in the commercial register, a power of attorney must be provided. In the case of a joint tender, an authorised representative must be appointed and a joint bidders’ power of attorney must be attached. The bidder must indicate any trade secrets in the tender and justify why the information is treated as a trade secret. Under the sanctions requirement, subcontractors and suppliers accounting for more than 10% of the contract value may not be citizens, residents or entities established in the Russian Federation, or entities more than 50% directly or indirectly owned by such persons or entities, or representatives of such persons or entities acting on their instructions.
